In 2011, advances in detection, warning systems, and communications helped save lives during the Japanese earthquake and tsunami. In addition, it has been suggested that Google searches using search terms such as “flu symptoms” can be used as an early indicator of a potential flu pandemic (Helft, 2008).

But technology is not a panacea. In March 2012, high winds in Colorado turned a controlled burn into a wildfire. Reverse 911 was used to alert residents, but a review issued after the incident indicated that many nonresidents received notifications. Worse yet, very few of the residents directly threatened by the wildfire received a phone call (reportedly less than 15 percent).

This week, you consider the importance of exploring, promoting, and using emerging technologies in emergency management, along with limitations of and challenges associated with these systems.

On March 11, 2011, a massive earthquake occurred off the coast of Japan. Scientists at the U.S. National Oceanic and Atmospheric Administration (NOAA) analyzing seismic information and running sophisticated models were able to determine the likely impact area of the tsunami racing toward the shore. The information was used to alert residents in low-lying areas to evacuate to higher ground. Many more people in northeastern Japan would have lost their lives without the early detection and warning system used by the scientists.

Emergency managers must continually educate themselves about emerging technologies. For this Discussion, consider how emerging technologies, such as emergency alert systems and risk-modeling techniques, can be used to save lives and reduce damages.
